Two officers face disciplinary action after a teenager who reported her stalker ex-boyfriend was fined for wasting police time months before she was killed.

Shana Grice endured months of stalking and harassment from her obsessed former lover, Michael Lane.

The 19-year-old reported her ex-partner to Sussex Police five times in six months, but was fined £90 for wasting police time and handed a with a fixed penalty notice.

Just months later Lane attacked his former girlfriend and slit her throat with a knife before setting fire to her bedroom to try to burn her body in Portslade, near Brighton, East Sussex, in 2016.     

Sentencing judge Mr Justice Nicholas Green criticised Sussex Police for siding with the stalker when he jailed Lane for life with a minimum term of 25 years in March 2017.

A total of 14 officers were investigated by the police watchdog in the wake of Miss Grice’s murder. 

Two police officers, one of whom has retired, will face gross misconduct proceedings in front of an independent chairman at public hearings on May 7 and 10, Sussex Police confirmed this evening.

Another police officer will face internal misconduct proceedings, which are carried out in private.

No further action will be taken over five other officers investigated by the Independent of Police Conduct (IOPC), while six other force employees – three officers and three staff – have already been handed ‘management advice and further training’.

The IOPC is understood to be recommending 18 new training measures for the force when it announces the findings of its investigation on Wednesday, according to Channel 4 News.

Lane’s trial prompted widespread calls for action to ensure victims are taken seriously by police.

He pursued Miss Grice by fitting a tracker to her car, stole a house key to sneak into her room while she slept and loitered outside her home. It later emerged 13 other women had reported him to police for stalking.

Singer Lily Allen, who was stalked for seven years, branded the case an example of police ‘continuing to ignore’ warning signs.

At Lane’s sentencing, Mr Justice Nicholas Green said officers ‘jumped to conclusions’ and ‘stereotyped’ Miss Grice.

Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) is due to publish its findings on how stalking and harassment cases are handled by police on Wednesday.

The inquiry was ordered in the wake of Miss Grice’s murder.

Distraught parents had to be held back by police as they tried to reach their son’s lifeless body as it lay under a tarpaulin in the rain.

Witnesses said Nedim Bilgin, 17, was repeatedly stabbed with a large ‘Rambo-style’ knife when a fight broke out on Tuesday evening after a row with a gang.

Wounded Nedim – who was just a few hundred yards from his home in Islington, North London – tried to stagger into a nearby shop before collapsing to the pavement.

Andrea Alexander said: ‘Before the ambulance arrived there were three men trying to save his life, and his friends ran to his house to get his mum, who arrived soon after.’

Ben Lynch, 18, a lifeguard who gave first aid to Nedim, told the London Evening Standard: ‘I was at a bar across the road and heard a bunch of people screaming.

I sprinted across the road and saw blood all over the pavement and this boy bleeding out. I lifted up his shirt and started pressing down. I tried giving him CPR. I did as much as I could to help him.’

Police confirmed Nedim was stabbed several times and that two knives were later recovered from the scene. 

Witness Christopher Chambers-Russell saw Nedim’s mother and father arrive just over an hour after the stabbing outside a Ladbrokes bookmakers, and duck under the police tape cordon around their son’s body. 

‘Nobody but a mother could cry the way she was,’ he said. ‘It was heartbreaking. 

‘A man I thought was his father pushed under the tape then the mother followed before they were stopped by police. 

‘The young guy’s body was just lying in the street under a sheet outside the shops, and they were wailing as they tried to get to him.’ 

Three teens, aged 16, 17 and 18, have been arrested on suspicion of murder. Nedim is the second teenager, and eighth person, to be killed in the capital since the early hours of January 1 this year.

The suspect accused of knifing to death an IT consultant on a London-bound train in front of his young son hid in the dock today after telling the court he was ‘hearing voices’ and feeling ‘paranoid’. 

Darren Pencille, 35, from Farnham, Surrey, is accused of stabbing Lee Pomeroy, 51, nine times on the South Western Railway service from Guildford to Waterloo last Friday lunchtime in an attack caught on CCTV. 

Pencille’s girlfriend Chelsea Mitchell, 27, allegedly drove him to safety as he fled Clandon Station and helped change his appearance as police hunted for him.

There was speculation at the weekend that a ‘trivial’ row broke out between Pencille and Mr Pomeroy after the pair accidentally bumped into each other as they boarded the train. 

Today the murder suspect decided to sit on the floor of the glass dock at Staines Magistrates’ Court, claiming he was ‘hearing voices’ and was ‘too paranoid’ to stand up. 

Wearing a grey tracksuit and black, thick-rimmed glasses, Pencille was heard muttering ‘get me out of here’ to the two security guards flanking him.

As he was taken away he told chair of the bench Helen Mattey: ‘I’m innocent until proven guilty’. 

Pencille, who is charged with murder and possessing an offensive weapon, did not enter any pleas and said he had no fixed abode.

But police said when they charged him on Sunday he lived with Chelsea Mitchell, 27, who was also before magistrates accused of assisting an offender.

Both appeared again at Guildford Crown Court this afternoon and they were remanded in custody to appear again at the same court on February 7. 

Police suspect she helped Pencille escape the Home Counties village of Clandon after he fled from the train minutes after the attack.
